National and international organizations
Educational objective:
- To have an idea about the foundations and objectives of certain national and international organizations acting in the medical field.
National organizations:
- Introduction :
The patient-practitioner relationship is a unique relationship in an ethical and trusting climate that facilitates the transmission of knowledge and care.
But the issue of health care today raises multiple, extremely complex ethical problems for which dentists sometimes lack preparation.
- Definitions:
Medical ethics: it is the study of morality, a careful and systematic reflection and analysis of moral decisions and behaviors (past, present and future).
Medical ethics, within the meaning of this health law, refers to the rules of good conduct to which health professionals are subject in the exercise of their professions. It involves the rules of professional ethics, scientific ethics and bioethics.
Morality: is the measure of value of human decision making and behavior.
Morale: is the set of behaviors considered necessary to respect what is good.
Ethics: therefore represents the study of professional morality, the study of what is good to do or not to do when you are part of a professional group.
Ethics is above all a code of good conduct developed by professionals in the world of medicine.
- Ethics in Algeria:
Ethics in general vary from society to society, but culture and religion often play an important role in determining ethical behavior.
In Algeria: according to Law No. 18-11 of 18 Chaoual1439 corresponding to July 2, 2018 relating to health, the code of medical ethics is set out in Chapter 1 of Title VII.
There is a national council for ethics in health sciences based in ALGIERS, this council can be contacted by any natural or legal person for any question falling within the scope of its mission.
- The subdivision of ethics: into 3 large groups:
A- General ethical principles
B- More specific ethical principles applicable to specific professions or professional groups, e.g. the medical world.
C- More specific ethical principles applicable to specific professions: lawyers, doctors, dentists, teachers, pharmacists, civil servants, etc.
International organizations:
- Introduction :
The World Medical Association (WMA) is an international organization of physicians. It was founded on September 17, 1947, and is currently headquartered in France.
The WMA has always worked for medical ethics in general and worldwide. In this regard, it revised and modernized the ancient Hippocratic Oath in 1948, the “Declaration of Geneva”.
- Objectives of the AMM:
- To contribute to high-quality, human-friendly medical care in a healthy environment, thereby improving the quality of life for all.
- To serve humanity by striving to achieve the highest international standards in medical education, medical science, medical art, medical ethics and health care for all.
- Areas of action and prerogatives:
The AMM is involved in several areas:
- Ethics
- Human rights
- Advocacy
- Public health
- Health system
In matters of ethics, the WMA has several declarations, resolutions and position papers with which it tries to assist national medical associations, governments and international organizations around the world. These documents cover a wide range of topics such as:
- patient rights,
- research on human subjects,
- care of the sick and wounded in times of armed conflict,
- torture of prisoners,
- drug use and abuse,
- family planning,
- pollution.
With the WMA’s primary mission being to promote the health and well-being of physicians and patients, the World Health Organization is a major player in external relations.
The WMA also cooperates with many other United Nations organizations and on specific programmes related to health issues or with organizations whose main activities overlap with the health sector.
Conclusion :
National medical ethics and deontology bodies, as well as international bodies operating in the medical field, have the main mission of promoting the health and well-being of health professionals and patients by acting in all areas that can contribute to this.
